ALBANY - Gov. David Paterson on Wednesday proposed cutting aid to local schools this year by $585 million, lowering health-care spending by $572 million, freezing aid to cities and towns and raising tuition at state colleges to help close what he sees as a $1.5 billion budget deficit this year.
