Director of Consumer-Directed Personal Assistance Services

Summary:
The Center for Disability Rights (CDR) is seeking a motivated and energetic individual to join our organization as a member of our senior management team. The Director of Consumer Directed Personal Assistance Services has overall strategic and operational responsibility for a division with over 1,400 attendants working for 900 consumers. The division also has 14 support staff assisting consumers with the management of their attendants. The ideal candidate will have knowledge of Medicaid service delivery and applicable regulations, an understanding of applicable labor law, and experience managing the services of a fiscal intermediary. The Director of Consumer Directed Personal Assistance Services is a role that requires visionary leadership that will ensure continued program growth in the face of new funding trends.
Duties:
Strategy
  • Lead the Consumer Directed Personal Assistance Services (CDPAS) division through a funding conversion from Medicaid Fee for Service funding to contracts with Managed Care Organizations
  • Ensure that division service delivery is compliant with all regulatory, funding and contractual standards
  • Advance the mission of CDR by partnering with Participating Provider Organizations to deliver value-based services which support greater consumer autonomy and better health outcomes
  • Ensure that services for CDR maximize the control of individuals with disabilities or their designated representatives while meeting the needs of funders

Management and Program Leadership
  • Ensure ongoing programmatic excellence through the design and utilization of systems and processes that articulate and model the philosophy, mission, and vision of CDR
  • Manage and coach a strong team of staff through development of core competencies, training, and empowerment
  • Manage and work collaboratively with diverse groups of people to ensure that service delivery embraces diversity and is culturally competent
  • Serve as an integrated member of the CDR senior management team
  • Provide regular reports and staff support to the Program Assessment Committee and the CDPAS Subcommittee of the CDR Board of Directors
  • Work closely with the CDPAS Manager and other directors to ensure continuity in program delivery while developing and advancing innovative service delivery approaches
  • Coordinate with CDR Advocacy Team on policy and advocacy activities to ensure the success of the CDPAS program, as necessary

Communication and Relationships
  • Manage existing relationships with funders and partner organizations while cultivating new relationships
  • Represent CDR with stakeholders, funders, regulators and community partners
  • Facilitate cross department communication for the betterment of the shared consumers

Skills:
Qualifications:
All candidates should have demonstrated leadership and relationship management experience with a strong history of success managing services for people with disabilities.
Other skills/qualifications include:
  • Advanced degree in human services related field, or equivalent experience
  • Minimum of five (5) years of experience serving as a programs serving people with disabilities
  • Demonstrated superior organizational, interpersonal, communication, and leadership skills
  • Knowledge of Medicaid and all applicable regulations and standards
  • Computer literacy
  • Excellent written communication skills, including emails, reports and technical writing
  • Excellent customer service skills

Physical/Other Requirements:
  • Frequent phone and computer use
  • Ability to travel throughout upstate New York to manage program sites, meet with funders and secure additional contracts

This position may be based in either Geneva or Rochester.
